1. Motivated via societal awareness campaign to reach 50% GHG reduction by 2030
2. Motivated by municipalities and NJ to take detailed GHG reduction steps

Recommend known procedures that municipalities can use to

1. Create action plan
2. Record results, modify plans as appropriate
3. Report results back to NJ state
