Seth, I have 3 inputs, on your letter (below) 6/18/2020

1 Per NJ BPU and Governor Murphy Executive Order (must check if codified by NJ law), NJNG must reduce its gas volume by 0.75% annually.  In the near term, this could be by NJNG initiatives to improve Energy Efficiency.  In the longer term, this is going to mean reductions in the amount of fossil fuel based “natural gas” that is piped by NJNG

2.Per NJ Executive Order (AND NJ LAW), “Global Warming Response Act”, NJ must reduce GHG emissions by 80% by 2050 (relative to 2006 baseline).  In connection with the NJ Energy Master Plan, It has been computed that the average number of buildings that must be decarbonized EVERY YEAR, from now to 2050, to meet state targets are 6,195 existing gas commercial buildings, and 72,287 existing gas residences.  This could be done by electrifying the commercial and residence structures.  This might also (EVENTUALLY?)  be done by replacing fossil gas with low carbon alternatives thru biological or chemical processes (sounds expensive!!)

3. In order to install gas lines in SLV free of charge, NJNG must show that "Extension Cost does not exceed ten (10) times the annual distribution revenue at the baseline usage per customer volume”  Source:  NJNG Tariff Sheet 16 and  NJ statutes: N.J.S.A. 48:2-27 and N.J.A.C. 14:3-8.     NJ “Rate Counsel” and its experts and the NJ BPU Board will review the NJNG project, at the time of completion, for reasonableness and prudency in the NJNG Company’s next base rate case.

I don’t have immediately available the  references to legal documents for the above.  I encourage you to google each, to find the sources.

Hi Pat and Steve,   6/17/2020

I wanted to touch base with both of you. I hope all is well with you and your family, and  that you are  coping well in this era of self quarantining and zoom gatherings. Hopefully  it won’t last forever.

Jeanne and I have been busy with our  own family’s  zoom meetings, and here at Shadow Lake Village the Board of Trustees has  been meeting with the residents by zoom as well.

We recently learned from the Board that New Jersey Natural Gas has raised its ugly head again and has reached out to the Management Company for SLV (Taylor Management ) to renew discussions about providing natural gas to the  community here.  UGH !

Can you give me any links to state laws and/or or Middletown laws, or agreements  effecting the use of natural gas? Also, are there any  carbon tax consequences that  are written into laws for the state?

Thanks for your input. It is much appreciated as always.

Seth
