FOLLOWUP WITH NEXT STEPS TO ELECTRIFY NJ BUILDINGS (v3)
- Highlight NJ shortfall in meeting 2030 goal of 50% GHG reduction
- Influence new executive orders and BPU/NJDEP Rule-Making: Highlight our finding that NJ must start Building Electrification program to meet 2030 goal of 50% GHG reduction. Identify petitions with specific issues regarding Building Electrification, Electric Vehicles and/or 100% Clean Energy to file with the DEP and/or BPU, along with NJ legislative leaders and the Governor.
- Use NYSerda as an example- NYState is 6 years ahead of NJ. Provide incentives for high efficiency cold climate heatpumps that are ideal for replacing gas heating in NJ!
- Present to energy policy advisors of the Governor and BPU with whom we have interacted in past HVAC vendors
- Identify lists of clean energy allies in all areas of NJ;
- Encourage NJ training in high efficiency cold climate heatpumps that are less expensive to operate than gas furnace, and operate at lower temperatures. This must recognize the differing NJ requirements of Region 4 in the south to Region 5 in the north.
- LEGISLATIVE AREAS (need priority) (from Chris Hitchcock )
- Amend the NJ Clean Energy Act to require benchmarking for multi-family buildings that are 25,000 square feet or more;
- Require that all new construction starting in 2024, including commercial, multi-family and single-family homes, use only electricity for heat and hot water. Propose recommendations and changes to building codes in NJ Division of Codes and Standards (within NJ Dept of Community Affairs)
- Provide monetary incentives for homeowners who currently use heating oil and propane to switch to electricity;
- Increased rebates for high efficiency, cold weather heat pumps; and
- Create a fund to be used to train HVAC contractors concerning the practicality and use of heat pumps.
- LEGISLATIVE PROCESS: Identify and write possible NJ legislation; create a coalition; collaborate with existing legislative teams across NJ environmental organizations. Identify and submit the proposed legislation to appropriate NJ Legislature committees, supportive NJ Senators and supportive NJ Representatives, along with the Governor. Advocate for a well funded media campaign to support each bill.
