suggested legislation:

1. Amend the Clean Energy Act to require benchmarking for multi-family buildings that are 25,000 square feet or more;
2. Require that all new construction starting in 2024, including commercial, multi-family and single-family homes, use only electricity for heat and hot water; 
3. Provide monetary incentives for homeowners who currently use heating oil and propane to switch to electricity;
4. Increased rebates for high efficiency, cold weather heat pumps; and
5. Create a fund to be used to train HVAC contractors concerning the practicality and use of heat pumps.
