NY Legislature passed The Utility Thermal Energy Network and Jobs Act (S9422/A10493)
Passed late on Friday, this law will help the state decarbonize buildings at scale by removing the legal barriers to utility development of thermal energy networks. The bill directs utilities to advance thermal energy network pilots in each major utility territory. Coupled with strong labor standards, this law will provide a transition for fossil fuel industry and utility workers to good, clean energy jobs. Thermal energy networks are an efficient way to dramatically and affordably cut carbon emissions from New York’s buildings and have the added benefit of relieving strain on the electrical grid. The bill has the support of environmental organizations, organized labor, consumer advocates, and utilities.   

Gov. Hochul is expected to sign both bills–but this could take months.
