A3191 The “Green Building Tax Credit Act” was sponsored by Rep. John McKeon, was introduced 2022-3-7 to Assembly Environmental and Solid Waste Committee.
S2671 (sponsor Vin Gopal) 2022-5-16 introduced in the Senate, and referred to Senate Community and Urban Affairs Committee. Prohibits adoption of any State rule or regulation mandating electric heating or water heating systems in buildings, prior to issuance of DCA report assessing many characteristics of heat pumps and fossil fuel heating, after a minimum of 6 stakeholder meetings. SIMILAR TO A3935 (sponsored by Rep. Paul Moriarty), 2022-5-12 introduced, and referred to Assembly Community Development and Affairs Committee.

FEDERAL BILLS

S.4139 "HEATR Act" ("Heating Efficiency and Affordability through Tax Relief Act"); Introduced 5/4/2022 by Sen Amy Klobuchar; Sen Cory Booker and others are co-sponsors. $1K tax credit for heat pump manufacturers of Energy Star cold climate heat pumps (& geothermal heat pump); lesser credit for non-cold climate heat pump.. The tax credit is likely to encouarge manufacturers to stop manufacturing standard outdoor A/Cs, and encourage residents and businesses to use their exisitng furnace as low temperature backup for the 6 million central AC units sold in 2021.
